改革开放以来，我国西部与东部区域经济发展绝对差距持续拉大，其中民营经济发展滞后，是导致西部与发达地区经济差距扩大的主要原因。本书旨在从区域文化的视角，对西部民营经济发展缓慢的原因作出一个内在合理的解释。
在对西部文化的起源、特点进行深入探究的基础上，本书对西部区域文化进行了分类与定性，认为西部文化总体上是属于保守型文化的范畴。这种文化的保守性是导致西部市场经济环境难以培育，企业家阶层难以生成，民营经济难以发展、进而影响西部区域经济难以起飞的根本原因，文化是影响西部区域经济发展的长期制约因素！在此基础上，本书重点探讨了文化影响区域经济发展的作用路径，并从精神文化变革与西部经济主体的形成、制度文化变革与西部市场经济大环境的培育、物质文化资源利用与西部文化产业的发展等三大途径，全面论述了文化变革与西部区域经济发展的内在联系，最终得出文化变革是推动西部实现区域经济长期可持续发展的基础条件这一重大结论。
最后，本书还结合西部文化变革的需要，提出了西部文化变革的总体思路与保障措施。
Since the reform and opening-up， the absolute gap between China’s western and eastern regional economic development continues to widen， and the lagging behind of the development of private economy is the main reason for the wider economic disparities of the western and developed areas. This book is intended to make an intrinsic reasonable explanation for the reasons of the slow development of private economy of the west from the perspective of the regional culture．
On the basis of deep inquiry into the origin and character of western culture， the book makes qualitative classification of the western area culture and refers it to the conservative culture. The conservative nature of this culture is the root causes of the difficult of cultivating the economic environment in the western market， generating the entrepreneurial class， developing the private economy， and thereby affect the western regional economy， so culture is a long-term constraints to economic development in the western region. On this basis， the book focuses on the path of the culture impacting the regional economic development， and makes comprehensive discussion of the internal relations between the culture change and the western regional economic development from three channels： the spiritual cultural change sand the forms of the western economic entities， the institutional culture change and the cultivation of the western economy market environment， the material cultural resources and the western culture industry. It concludes that culture change is the basic conditions promoting the western region to achieve long-term sustainable economic development．
Finally， the book also proposes the general idea and safeguards of Western culture change incorporating the needs of Western culture change．
