第五节 课题和展望
高龄者的力量和政策计划的今后
正如已经完全明了的那样，最近美国高龄者团体的发展，确实是非常显著的。另外，杰克·L·沃尔科（Jack.L.Walker）基于其从1980年开始到1981年实施的对564个团体的关系所进行的调查结果，所作“并不存在能够说明在美国政治于全国这一层级里正在活动的团体于数量上不断增加的单一要因”[58]报告，与高龄者团体的情况也是同样的。
与此同时，特别醒目的虽然是以美国的高龄化的显著发展为背景的高龄者团体的兴起，但是促进了为使高龄者的政策计划积极发展的，进而还根据了由此招致高龄者团体的增殖和活动活跃过程的，恰是高龄者团体本身的发展。实际上，AARP虽然被评价为“对应于雇用之中的年龄差别撤废法、高龄美国人法以及社会保障法等各种各样的修正及其在可抉择方面发挥了应有的作用”[59]，但与此同时，联邦政府的高龄者政策计划的展开实际上也强烈地刺激了与此相对应的高龄者团体的发展。
就这样，类似这样的高龄者团体的活动使其日后进一步活跃，而来自高龄者本身的压力又会进一步大幅度增强，将成为几乎不可避免的趋势。其一，可以推算出的是到2000年，美国的六十五岁以上的人口增加将会达到3 490万人，到了2010年这一数字将会达到3 940万人；另外一点是，对于这些高龄者当中的贫困人口，特别是其中的女性高龄者和少数民族集团中的贫困问题——即所谓的二重痛苦、三重痛苦问题[60]——关心的高涨，将以极其浓郁的色彩投影到21世纪的美国政治过程当中去。这一事态也必将会到来。
正如由以上所显示的那样，NHCoA在该规章第二条“目标和目的”的开头之处所揭示的，即“对于拉丁裔高龄者公正的分配和对接近资源的方法加以保障，以及为了促进与高龄化相关的公共政策的确立”等内容，不用说，这对于美国的高龄者团体而言，不仅现在就已直接面对了类似这样的目标，并且为使这一目标最终达成，亦是不得不正视的共同严峻现实。
