在美国和中国经济和政治高层会谈前夕，美国国务卿希拉里·克林顿在访问中国商业之都上海期间，强调了两国强大的经济和贸易关系的重要性。

克林顿国务卿在访问上海波音航空改装维修工程有限公司时，重点谈论了在这个星期的经济会谈中对美国至关重要的问题。

她表示，在任何经济体中，为了贸易能够顺利进行必须要有一个公平竞争的环境，使得国内外公司都能够自由地竞争。

克林顿说：“举例来说，在制定规则和标准时确保透明度、不歧视，能公平地销售给私营企业和政府采购部门，严格执行知识产权法等都是极为重要的问题。这些也是推动创新，使消费者获益，并最终促进广泛而持续的增长的因素。”

希拉里·克林顿表示，这对两国都是“双赢”的局面。她说，美国公司希望在中国竞争，将美国工人制造的商品卖给中国消费者。

“美国公司同中国和全亚洲更广泛的经济接触，尤其是增加出口，能给美国的工人创造就业机会，有助于提高亚洲消费者的生活水平，并且有助于平衡全球经济，这对大家都有好处。”

周一和周二，来自美国政府几乎各个部门的接近200名官员将前往北京参加高端会谈，也就是中美战略经济对话。

在一架喷着色彩斑斓的世博会标志的波音737飞机前，希拉里·克林顿表示，航空行业是美国主要的出口产业。航空行业每 10 亿美元的销量意味着为美国工人创造了11 000个工作岗位。

目前中国正在运营的商用喷气式飞机中超过半数来自波音，还有450多架飞机已签署订单。克林顿表示，如果中国按照计划在2028年之前将商业客机的数量增加到三倍，这个数字只是中国计划花费的4 000亿美元的一小部分。

希拉里表示，“如果波音公司能够抓住这些销售比较大的比例，这意味着美国工人将增加数十万个工作岗位。中国航空行业的发展将在国内外创造新的就业岗位。这就是胡主席所说的，波音在中国发挥的作用对两国来说是双赢的。”
