In 1986 the fourth session of the Sixth National People's Congress passed the Law of the People's Republic of China on Compulsory Education(《中华人民共和国义务教育法》).It was revised during the 22nd session of the tenth NPC Standing Committee on June 29，2006.This law stipulates that compulsory education must carry out the national policy of education，implement quality-oriented education，and improve the quality of teaching.The goal was to enable all schoolage children to develop in a well-rounded way，including physically，intellectually，morally，and aesthetically.The law also stipulates that the departments in the national and local governments concerned with education should ensure the right of all school-age children to receive compulsory education.Children who are six years or older should be sent by their parents or legal guardians to school to study and complete the Nine-Year Compulsory Education program.
Compulsory education consists of two periods: primary education and junior secondary education.No tuition is collected for compulsory education.The state provides subsidies to poor families so their children can go to school.
