(4)美国的公开市场交易
英国的公开市场政策是指英伦银行向公开市场买卖政府证券而言，但美国所谓公开市场交易，不仅限于政府证券，而且包括汇票、承兑票等贴现在内。现在将《联邦准备条例》第十四条原文列下:
FEDERAL RESERVEACT
“Section 14.Any Federal reserve bank may，under rules and regulations prescribed by the Federal Reserve Board，purchase and sell in the open market at home and abroad，either fromor to domestic or foreign banks，firms，corporations，or individuals，cable transfers and bankers'acceptances and bills of exchange of the kinds and maturities by this actmade eligible for rediscount，with or without the indorsement of a member bank.
Every Federal reserve bank shall have power:
(a)to deal in gold coin and bullion...
(b)to buy and sell...bonds and notes of the United States...of not exceeding six months...
(c)to purchase frommember banks and sell...bills of exchange arising out of commercial transactions...”
