China’s Economic Prospects and the Future of China-US Economic Cooperation and Trade Ties

美国商会（US Chamber of Commerce）成立于1912年，是美国行业协会的总代表，多年来一直扮演着美国企业代言人的角色，积极维护美国企业的利益。美国商会代表近300万公司，在各州设有3000个分支机构，几乎所有美国知名大型企业都是美国商会的会员，但96%以上的美国商会会员是雇员总数低于100人的小型企业。
美国商会经常派代表在国会作证，并经常与国会议员、政府高官商讨有关法律、公众政策。美国商会积极参与美国的政治活动，协助它支持的国会议员候选人竞选，并协助当选议员与商界良性互动。
美国商会总体上支持中美经贸关系，经常邀请我参加其主办的活动。到各州宣讲中美经贸关系重要性即是它组织的其中一项活动。
演讲文稿
迈伦·布里连特副会长，女士们、先生们：
感谢迈伦的热情介绍。我很高兴出席美国商会、迈阿密世界贸易中心和佛罗里达中国协会联合举办的这次“草根”项目，也感谢金沙集团和Holland and Knight对今天活动的支持（1）。
借此机会，我愿谈谈我对中国经济发展和中美经贸关系的看法。
第一，当前中国经济形势总体良好。中国进一步发展将继续为包括美国在内的各国提供广阔机遇。
自1978年年底实行改革开放以来，中国经济保持快速增长，2006年中国经济同比增长10.7%，2007年增幅达11.4%。日前，联合国发布《2008年世界经济形势与展望》，预计今年中国经济增长率将达10%。同时，中国经济增长也面临过热的风险，价格上涨压力大。

It is a pleasure to attend the grassroots program jointly sponsored by the US Chamber of Commerce，the Miami World Trade Center and the Florida-China Association.I also wish to express my appreciation to Las Vegas Sands and Holland & Knight for your support for today’s event（1）.
Let me take this opportunity to share with you my views on China’s economic development and China-US economic cooperation and trade ties.
First of all，the overall economic situation in China is good.China’s further development will continue to offer enormous opportunities to the world，including the United States.
China’s economy has been growing rapidly since the introduction of the reform and opening-up policies at the end of 1978.The growth rate was 10.7% in 2006 and 11.4% in 2007，and is expected to stay above 10% this year according to the World Economic Situation and Prospects 2008 released by the United Nations.Yet at the same time，China runs the risk of economic overheating and faces increasing pressure for price rise.
上个月，中国召开了中央经济工作会议，确定了今年中国经济工作的总体思路（2）。这就是，深入贯彻落实科学发展观，紧紧围绕转变经济发展方式和完善社会主义市场经济体制，继续加强和改善宏观调控，积极推进改革开放和自主创新，着力优化经济结构和提高经济增长质量，切实加强节能减排和生态环境保护，更加重视改善民生和促进社会和谐，推动国民经济又好又快发展。
中国坚持对外开放的基本国策，将扩大开放领域，优化开放结构，深化沿海开放，加快内地开放；加快转变外贸增长方式，调整进出口结构，促进加工贸易转型升级，大力发展服务贸易；积极开展国际能源资源互利合作。
中国致力于扩大国内消费需求，将坚持以增加居民消费尤其是农民消费为重点，加快调整国民收入分配格局，努力提高农民和城镇低收入者收入水平和消费能力。
Last month，China held its annual Central Economic Conference，where the economic tasks for this year were outlined（2）.On the whole，China will thoroughly apply the Scientific Outlook on Development and concentrate on transforming the development pattern and improving the socialist market economy.We will improve and strengthen macroregulation，promote reform，opening-up and innovation，optimize the economic structure，increase the quality of growth，achieve substantive results in energy conservation，emission reduction and ecoenviromental protection，and lay greater emphasis on livelihood improvement and social harmony.Our goal is to strive for sound and rapid growth of the economy.
China will adhere to the basic policy of opening up to the world.The scope of opening-up will expand and the structure will be optimized.In the coastal region，the focus is on deeper opening-up，while in the hinterland，the speed of opening-up will be accelerated.In foreign trade，transformation of the growth pattern will not wait any longer，and the import/export structure must be adjusted in order to upgrade or transform processing trade and develop service trade.Another area where vigorous efforts will be made is international cooperation on energy and resources on the basis of mutual benefit.
At home，China is committed to expanding domestic consumption，with continued focus on encouraging individual consumption，especially in rural areas，while at the same time accelerating the restructuring of income distribution and increasing the income level and spending power of low-income rural and urban residents.
中国2006年至2010年„十一五‰规划提出建设资源节约型、环境友好型社会，要求到2010年实现单位GDP能耗比2005年末降低20%左右，主要污染物排放总量减少10%。中国将加快出台和实施有利于节能减排的价格、财税、金融等激励政策，加快制定和实施促进节能减排的市场准入标准、强制性能效标准和环保标准，加快先进适用技术推广应用。
随着加强宏观调控、扩大内需和节能减排等一系列政策的实施，2008年中国经济可望保持稳定发展，中国自国外进口将进一步增加，到2010年进口将超过1.2万亿美元。这将为中国与包括美国在内的世界各国的互利合作带来广阔机遇。
第二，中美经贸合作互利共赢，为两国人民带来巨大实惠。
中美经济互补性强，两国经贸合作优势互补，互利共赢，发展迅速。

On energy，resources and the environment，China’s Eleventh Five Year Program advocates the building of a conservation-oriented and environmentalfriendly society.The specific goals are reducing energy consumption per unit GDP by 20% and total discharge of main pollutants by 10% in five years from 2005 to 2010.China will also expedite the formulation and implementation of policies that promise price，tax and financial incentives for energy-saving and emission-reducing technologies，accelerate the formulation and implementation of market access criteria，compulsory energy efficiency standards and environmental standards for such technologies，and speed up the application and dissemination of advanced and appropriate technologies.
As China intensifies macro-regulation，expand domestic demand and implement energy saving and emission reduction policies，its economy is expected to sustain steady growth this year.Total import will continue to grow to over 1.2 trillion by 2010.This means enormous opportunities for mutually beneficial cooperation with the world，the US included.
Second，the mutually beneficial and win-win economic cooperation and trade between China and the United States have brought huge benefits to the peoples of our countries.
The economies of China and the United States are highly complementary，and as a result，our two countries have successfully pooled our strength and realized fast-growing and mutually beneficial economic cooperation and trade.

第三，中美应坚持通过对话和协商处理分歧和摩擦，确保两国经贸关系持续健康发展。

中美战略经济对话是两国讨论事关双方发展的全局性、战略性和长期性经济问题、合理解决经济关系中热点问题的重要平台（3）。

美国工商界是支持发展中美经贸合作的生力军（4）。针对当前中美经贸问题，一些工商界朋友已经行动起来，呼吁反对贸易保护主义，维护两国经贸合作正常发展。去年9月，160家美行业组织和大企业联名致函美所有国会参众议员；11月，105家美大企业负责人联名致函美国会众议长和参众两院两党领袖，对主张实施单方面贸易惩罚的议案和修正案表示反对，呼吁美国会谨慎处理涉华经贸议案（5）。我们对上述积极努力表示赞赏。
Third,China and the United States should handle their differences and frictions through dialogue and consultation to ensure continuous and healthy development of their economic and trade relations.

SED is an important platform for China and the United States to discuss overarching，strategic and long-term economic issues and explore rational solutions to hot issues（3）.

The business community in the United States is a staunch force supporting the development of China-US economic cooperation and trade（4）.Some friends from the US business community have taken actions in view of the trade issues.They are calling for opposition against trade protectionism and advocating normal economic cooperation and trade between our two countries.Last September，160 industrial associations and big companies sent a joint letter to all the senators and congressmen of the US Congress and last November，executives of 105 big American companies co-signed a letter to the Speaker of the US House of Representatives and the leaders of both parties on the Hill.They expressed their opposition to bills and amendments involving unilateral trade penalties and urged the US Congress to handle the China-related trade bills with prudence（5）.We appreciate this positive effort.
中方高度重视美方有关经贸关切，将继续采取积极措施扩大自美进口，加强知识产权保护，完善人民币汇率形成机制，确保出口产品质量和食品安全。希望美方做出相应的积极努力，特别是放弃贸易保护主义做法，放宽对华出口限制，与中方一道维护互利共赢的中美经贸合作关系。
第四，中国与佛罗里达州合作前景广阔。
China takes US trade concerns very seriously.We will continue to adopt vigorous measures to increase our import from the United States，strengthen IPR protection，improve the currency exchange rate regime and ensure export product quality and food safety.It is hoped that the US side will make positive efforts likewise and，especially，abandon trade protectionist practice and relax the export control against China.We hope the US side will work with us to safeguard our mutually beneficial and winwin economic and trade ties.
Fourth，the cooperation between China and the State of Florida has broad prospects.
我高兴地看到，近年来佛罗里达州与中国的交流合作日益密切。2006年佛州对华出口10.1亿美元，同比增长40.9%。2000年至2006年，佛州对外出口增长45%，而对华出口增长了78%，中国成为佛州第九大出口市场。越来越多的中国企业积极寻求在佛州投资创业。中国青岛市与迈阿密市建立了友城关系。中国远洋运输（集团）总公司经营着通向迈阿密港口的货运航线。3000名中国留学生正在佛州学习。佛州50多所中小学开设了中文课程或中文项目，包括迈阿密—戴得学区把中文纳入中小学教学课程。佛州多所大学与中国北大、清华等名校签有合作协议。
我相信，随着中国经济进一步发展和两国经贸关系不断加强，中国与佛罗里达州和迈阿密的交流合作将更加密切，这必将给两国工商界带来更多商机。

I am pleased to note that the State of Florida has increasingly substantial exchanges and cooperation with China.Export from Florida to China was over one billion dollars in 2006，which was 40.9% more than the previous year.Between 2000 and 2006，Florida’s total export increased by 45% and its export to China grew by 78%.China is now Florida’s 9th largest export market.More and more Chinese companies are seeking investment opportunities in Florida.China’s Qingdao has a sister city relationship with Miami.China Ocean Shipping （Group）Company，known as COSCO Group，is operating cargo route to Miami port.There are about 3,000 Chinese students studying in Florida.Over 50 high schools and elementary schools here are running Chinese language courses or projects.Chinese language is even included in the high school and elementary school curriculum of Dade County，Miami.Many universities in Florida have signed cooperation agreements with well-known China’s universities such as Peking University and Tsinghua University.
I am confident that as China’s economy continues to develop and China-US economic cooperation and trade grows stronger，China’s exchanges and cooperation with Florida and Miami will become closer，bringing more business opportunities to both sides.
