Remarks at Chinese Embassy Reception “Sichuan Earthquake：Relief，Recovery and Reconstruction”Washington，D.C.，July 24，2008

2008年5月12日我国四川省汶川发生特大地震后，美朝野上下积极助我抗震救灾。令人感动的是，2008年5月20日，布什总统夫妇亲临我驻美大使馆悼念汶川地震罹难者。我在《出使美国2005-2010》一书中详细介绍了这一段历史。2008年7月24日晚，我在驻美大使馆举行招待会答谢美各界援华抗震救灾，还详细介绍了我国赈灾和重建工作取得的进展。出席招待会的美方主宾是美国际开发署署长亨利埃塔·福尔。
美国际开发署（USAID）是承担美国大部分对外非军事援助的联邦政府机构。福尔署长于2008年6月29日至7月1日率美国务院、财政部有关官员、4家跨国公司首席执行官和非政府组织代表考察了四川地震灾区。
演讲文稿
尊敬的福尔署长女士，女士们、先生们、朋友们：
热烈欢迎并感谢大家来中国驻美国大使馆出席今晚的招待会。
大家知道，今年5月12日，汶川特大地震突然发生，造成重大人员伤亡和财产损失。这是新中国成立以来破坏性最强、涉及范围最广、救灾难度最大的一次地震。
危难之时，中国政府立即做出反应，领导中国人民万众一心、顽强奋战，全力抗震救灾，全力救治生命，妥善安置灾民，抓好卫生防疫，并及时公布灾情等信息（1）。胡锦涛主席、温家宝总理等中国领导人亲赴灾区指导抗震救灾工作，全国人民众志成城，努力把灾害造成的损失减少到最低程度。
危难之时，国际社会迅速向中国伸出援手（2）。一封封慰问电、一笔笔捐助款、一批批救灾物资从全球各地送往中国地震灾区，世界各国政府和人民共同谱写了一曲命运相连、同舟共济的动人乐章。
Honorable Madame Administrator Fore，Ladies and Gentlemen，Dear Friends，
Good evening! Welcome to the Chinese Embassy and thank you for your presence.
As we all know，a massive earthquake struck Wenchuan on 12 May causing enormous casualties and losses.This was the worst earthquake in China in almost 60 years in the damage caused，areas affected and difficulties of relief operation.
In face of the crisis，the Chinese government responded immediately，led the Chinese public in a united effort to minimize the damages，save lives，resettle the survivors and prevent epidemics，and released updated information on damages and losses（1）.President Hu Jintao，Premier Wen Jiabao and other Chinese leaders were at the forefront of relief efforts in disaster areas，leading and directing the relief operations.People from all over the country came forward with assistance and helped minimize the damages of the disaster.
In our moment of need，the international community reached out to us with a helping hand（2）.Messages of sympathy，donations and relief materials flowed to the disaster areas from all corners of the world.We are deeply appreciative to the governments and people of the world for sharing our sufferings and standing by us in time of hardship.
截至今日，中国共接收国内外社会各界捐赠款、物计580多亿元人民币（约合85亿美元）。根据中国政府有关规定，所有捐款将全部用于汶川地震受灾省份，并优先用于一系列民生项目。
在中国政府和人民的顽强努力以及国际社会的热心支援下，目前灾区抗震救灾工作取得了重大阶段性胜利。约150万受困民众得到解救和转移，280多万伤病员得到救治，900多万生活困难民众得到政府临时生活救助，灾区水、电、路和通信等基础设施基本恢复，灾区民众开始尝试新生活。
女士们、先生们：
在这次国际大救援行动中，美国政府、国会、工商界、智库、媒体、地方和华人华侨、留学生等社会各界向中国灾区人民表达了诚挚慰问并提供了慷慨援助。
To date，donations in cash and kind from home and abroad totalled altogether 58 billion RMB yuan.That is approximately 8.5 billion US dollars.According to the relevant regulation of the Chinese government，all these donations will be used in the earthquake affected provinces，with the priority on projects relating to the livelihood of the people.
Thanks to the strenuous efforts of the government and people of China and the tremendous support and assistance from the international community，the damage control and relief operations have achieved major victory.About one and a half million stranded survivors have been rescued and resettled，over 2.8 million injured and sick have been treated and over nine million people have received emergency relief aid from the government.Water and power supply have resumed，and transportation and telecommunication facilities have been restored.Life in the disaster areas is gradually getting back to normal.
Ladies and Gentlemen，
An important part of the enormous international relief efforts came from the US government，Congress，business communities，think tanks，media，local governments，Chinese communities and students，who offered sincere sympathy and generous assistance.
布什总统和夫人亲自到中国驻美国使馆吊唁，布什总统还出席了在美红十字会举行的“美国对中国地震做出反应”圆桌讨论会。国务卿赖斯访华期间赴地震灾区慰问灾民，福尔署长率美政府、企业和非政府组织联合代表团赴灾区考察，并与中方商谈灾后重建合作事宜。除美国政府和人民外，美中贸委会、美国商会、商业圆桌会议等所属会员公司和员工也争相捐款、捐物，国际心连心组织在第一时间赴灾区救援；撒玛利亚救援会派国际上首架非政府组织专机向四川灾区运送援助物资；马里兰大学创伤急救医疗队赶赴灾区；华盛顿国家动物园牵挂着地震灾区大熊猫的安危；在美华人华侨、留学生与灾区人民心连心，纷纷慷慨解囊，奉献爱心。
We have seen President Bush and Mrs.Bush visiting the Chinese Embassy to express condolences to the victims of the earthquake.We have also seen President Bush attending and addressing the roundtable discussion entitled “America Responds to the China Earthquake” at the American Red Cross Headquarters，Secretary Rice visiting the people in the earthquake-hit areas while she was in China，and Administrator Fore leading a joint US government，business and NGO delegation on a fact-finding trip to Sichuan to assess the damages and explore cooperation with the Chinese side in postdisaster reconstruction.
We are deeply moved by the outpouring of sympathy and tremendous efforts from our American friends，including the donations in cash and kind from companies affiliated with the US-China Business Council，the American Chamber of Commerce and the Business Roundtable，and the staff of these companies；the presence of Heart to Heart International staff in the disaster-hit areas shortly after the earthquake struck；a whole plane-load of relief materials sent by Samaritan’s Purse in the first-ever NGO special airlift in the world；a team of specialists from the Shock Trauma Center of the University of Maryland who helped save lives in China；the heartwarming care from the National Zoo for nature’s treasure—the giant panda；and the generous donations from the Chinese American communities and Chinese students.
记得布什总统在6月6日就中国抗震救灾时说过：“我对美国人民如此慷慨地支援中国灾区人民不感惊奇，因为美国人民富有同情心而又慷慨大方，美国人民关心中国人民，就像关心自己的兄弟姐妹。”这是中美两国人民友好感情和友谊的写照。美国政府和人民的真诚善举赢得了灾区人民和全中国人民的高度赞许和尊敬（3）。我谨代表中国政府和人民，向各位、向美国政府和人民表示衷心的感谢（4）。

当前，中国抗震救灾工作重点已转向恢复重建，我们面临着十分繁重的重建任务。中国国务院已公布施行《汶川地震灾后恢复重建条例》和《关于做好汶川地震灾后恢复重建工作的指导意见》，强调要按照尊重自然、尊重规律、尊重科学的精神，在安置好灾民基础上，用3年时间完成灾后重建的主要任务，在此基础上再用数年时间恢复生产和生态环境。
As is so well put by President Bush，it is not surprising that the American people have been unprecedented and unparalleled in their response to this challenge because the American people are a compassionate and generous people.In his words，“When a brother and sister hurts，we care about it”.This is an excellent portrayal of the good will and friendship between the Chinese and American peoples.The compassion and generosity of the US government and the American people are highly respected and appreciated by the people in the earthquake-hit areas and throughout China（3）.Here，on behalf of the Chinese government and people，I wish to express heartfelt gratitude to all of you，to the US government and the American people（4）.
Ladies and Gentlemen，
The focus of the relief operations has now shifted to recovery and reconstruction，and the tasks are enormous.The State Council of China has released the Regulations on Post-Wenchuan Earthquake Rehabilitation and Reconstruction and The Guidelines for Rehabilitation and Reconstruction Work.According to these documents，rehabilitation and reconstruction will follow the principles of respecting nature，respecting the objective law and respecting science，and will give priority to the proper resettlement of the disaster-affected people.In this context，the main tasks of rehabilitation and reconstruction will be basically completed in three years，and，on this basis，economic and eco-environmental recovery will take a few more years.
中国政府已采取一系列灾后恢复重建政策措施。中央财政今年先安排700亿元，建立灾后恢复重建基金，明后年继续作相应安排。中央国家机关今年的公用经费支出一律比预算减少5%，用于抗震救灾。中国政府还决定建立对口支援机制，按照“一省帮一重灾县”的原则，组织广东、北京等19个省市对口支援四川省18个县（市）和甘肃省、陕西省受灾严重地区加快灾后恢复重建。
我们相信，在中国政府坚强领导下，在全国人民团结努力下，在国际社会热情支援下，我们一定能够在灾区重建美好家园（5）。
In a host of rehabilitation and reconstruction measures，the government of China will earmark 70 billion yuan this year to establish a post-earthquake recovery and reconstruction fund，which will continue to receive replenishments in the coming two years.There will also be a reduction of 5% on the current public spending budgets of all the central government institutions，and the fund generated from this reduction will be used for earthquake relief.To accelerate the recovery and reconstruction process，the Chinese government has also launched a twinning assistance program whereby a province outside the disaster area is paired with and designated to assist a partner county in the disaster area.Nineteen provinces and municipalities，including Guangdong and Beijing，are paired with 18 counties or cities in Sichuan and the hard-hit areas in Gansu and Shanxi provinces.
We are confident that with the strong leadership of the Chinese government，with the concerted efforts of people throughout the country，and with the heartwarming support and assistance from the international community，we will surely be able to rebuild beautiful homes in the disaster-hit area（5）.
我们感谢美国各界关心支持和参与灾区重建工作，欢迎美方采取公私合作伙伴的互利方式参与有关工作。待地震灾区重建规划正式完成，中方将向美国际开发署及有关企业和组织提供，欢迎美方从中选择开展援助或合作的项目。中方有关部门将与美方密切合作，协调落实好有关援助项目。相信这不仅将深化两国企业界的交流合作，也将加深两国人民的友谊，促进中美建设性合作关系发展。
女士们、先生们：
汶川大地震让许许多多人蒙受痛苦，但经过灾难洗礼的中国人民更为坚强。再过两个星期，北京奥运会将开幕。中国政府和人民在全力抓好抗震救灾和恢复重建的同时，正以最大热情、尽最大努力举办一届有特色、高水平的奥运会。北京已准备好了。我们热诚欢迎大家去北京观摩奥运会。

As we proceed with the reconstruction in the disaster-hit areas，we deeply appreciate the care，support and participation from the American people and welcome your participation through the Public Private Partnership that is designed to benefit all parties.As soon as the making of the reconstruction program is officially completed，the Chinese side will release it to USAID，the American business community and organizations.The US side will find in it a list of assistance and cooperation projects to choose from and the relevant authorities in China will be ready to work closely with the US side to ensure the smooth implementation of the relevant assistance projects.I am sure that our cooperation in Sichuan earthquake reconstruction will take the business exchanges and cooperation between our two countries and the friendship between our peoples to a new level，and further enhance the constructive and cooperative China-US relationship.

The massive earthquake in Wenchuan has inflicted tremendous sufferings on many people，but the devastation has also made the Chinese people stronger.In two weeks，the Olympic Games will begin in Beijing.As the government and people of China continue to battle the devastation of the earthquake with relief，recovery and reconstruction efforts，we are fully prepared，with enormous enthusiasm and hard work，to host a special and high-standard Olympic Games.Beijing is ready.We warmly welcome all of you to Beijing to watch the Olympic Games.
