2009年1月，我利用到休斯敦出席中美建交30周年摄影展致贺词的机会，向刚就任的奥巴马政府强调了保持中美关系稳定发展的重要性和必须遵循的原则。怀特市长（Bill White）是民主党人，2004年当选，2010年卸任。

演讲文稿

尊敬的怀特市长，尊敬的乔红总领事，女士们、先生们、朋友们：

很高兴和大家一起出席中美建交30周年回顾摄影展开幕式。1979年1月1日，中美两国正式建立大使级外交关系。中美建交30周年之际，举办这次摄影展，回顾30年来两国关系的发展变化，很有意义。

30年前中美建交之时，我正在华盛顿工作，那时候我们的驻美机构还叫驻美联络处，三个月后驻美使馆正式开馆。我深切地感到，中美关系今非昔比，取得了历史性发展，已成为当今世界最富生机活力、最为重要的双边关系之一（1）。

——两国高层交往密切，两国领导人每年多次会晤并经常通话、通信，就中美关系和重大国际地区问题保持密切沟通。

Honorable Mayor Bill White，Honorable Consul-General Qiao Hong，Ladies and Gentlemen，Dear Friends，

It is a great pleasure to join you to open the photo exhibit marking the 30th anniversary of the establishment of China-US diplomatic relations.

On January 1, 1979，China and the United States formally established diplomatic relations at ambassadorial level.Today，it is meaningful to review the changes and progress over three decades by going through the picture history brought to us by this exhibit.

When China and the United States established diplomatic relations thirty years ago，I was working in Washington，DC at China’s representative office in the United States known as the Chinese Liaison Office.Three months later，the Chinese Embassy was officially open.Knowing what a completely different bilateral relationship we now have from back then，I am deeply impressed by the historic progress our two countries have made.Today，China-US relationship is one of the most dynamic and important bilateral relationships in the world（1）.

Our two countries have close communications at the high levels，with our presidents meeting several times a year and talking over the phone and exchanging letters frequently to stay in touch on bilateral relationship and major international and regional issues.

——两国战略对话机制化，双方建立起60多个对话合作机制，特别是中美战略经济对话和战略对话为两国在涉及双方重大利益的战略性问题上加强对话与合作提供了重要平台。

——两国各领域合作不断深化，双方现互为第二大贸易伙伴，双边贸易额由建交时的24亿美元跃升到2008年超过3300亿美元，增长了130多倍。中国连续6年成为美国增长最快的海外出口市场，美数百万个工作岗位与中美贸易密切相关（2）。双方在反恐、防扩散及重大国际地区问题上的协调合作富有成效。如今，中美不仅是利益攸关方，更是建设性合作者，两国关系越来越具有战略意义和全球影响。

历史是一面镜子。我体会，中美关系30年的发展史给我们留下许多宝贵的启示。

第一，要坚持从战略高度和长远角度看待和处理中美关系。在21世纪国际形势复杂多变的新形势下，中美面临的共同挑战和肩负的共同责任不断增加，两国加强交往对话与建设性合作的重要性更加凸显。

We have institutionalized strategic dialogues.There are over 60 dialogue and cooperation mechanisms between us.Among them，the Strategic Economic Dialogue and the Strategic Dialogue set important stages for intensified discussion and cooperation on strategic issues involving our major shared interests.

Our cooperation in various fields continues to deepen.With two-way trade growing 130 times，from 2.4 billion dollars thirty years ago to about 330 billion in 2008，we are now each other’s second largest trading partner.China is also the fastest growing overseas market for US exports for six years in a row.Millions of American jobs are closely linked with China-US trade（2）.On counter-terrorism，non-proliferation and other major international and regional issues，we are engaging in fruitful dialogue and cooperation.

Today，China and the United States are not only responsible stakeholders but also constructive partners.Our bilateral relationship has an increasingly strategic significance and global implication.

History is a mirror.The thirty years of China-US diplomatic relations offered valuable enlightenments.

First of all，we must always approach and handle China-US relations from the strategic and long-term perspective.Amidst the complicated and volatile international situation in the 21st century，the challenges we both face and the responsibilities we share are increasing.It is all the more important that China and the United States strengthen dialogue and constructive cooperation.

第二，要不断拓展两国共同利益。从维护世界和平与稳定，到应对日益增多的全球性挑战、稳定全球金融市场、推动贸易与投资自由化，中美都有广泛共同利益（3）。我们要致力于把共同利益这块蛋糕做得越来越大、越来越好，不断深化合作。

第三，要谨慎妥善处理台湾问题。历史证明，中美关系能否顺利发展，很大程度上取决于台湾问题能否得到妥善处理。我们希望美新政府切实坚持一个中国政策，遵守中美三个联合公报，反对“台独”，支持两岸关系和平发展，与我们一道维护中美关系大局和台海和平稳定。

Secondly，we must continue to expand our shared interests.China and the United States have extensive common interests across the board，from safeguarding world peace to meeting global challenges，stabilizing the international financial market and promoting trade and investment liberalization（3）.We should commit ourselves to making the pie of our common interests bigger and better，and deepening our cooperation.

Thirdly，we must handle the Taiwan question prudently and appropriately.Past experience has shown that the smooth development of China-US relations hinges，to a large extent，upon whether the question of Taiwan is handled appropriately.China hopes that the new US administration will adhere to the one China policy in real action，abide by the three Sino-US Joint Communiqués，oppose “Taiwan independence”，support the peaceful development of the relations across the Taiwan Straits and join the Chinese side in safeguarding the overall interests of China-US relations and the peace and stability in the Taiwan Straits.

第四，要相互尊重，平等相待。中美两国在历史文化、社会制度、发展阶段等方面有差异，存在分歧是正常的。关键是双方要尊重和照顾对方的利益和关切，本着平等协商、求同存异的精神妥善处理两国关系中出现的问题。

当前，中美关系正站在新的历史起点上，处于承前启后的重要阶段。确保中美关系在未来几年甚至更长时期健康稳定发展，是两国人民的共同心声和根本利益所在（4）。我们愿与美方共同努力，继往开来，牢牢把握发展建设性合作关系的大方向，进一步加强对话与交流，增进互信与合作，推动中美关系健康稳定深入向前发展，更好地造福两国人民和世界人民。

我相信，中美关系的下一个30年将取得新的更大的发展（5）。

Fourthly，we must respect each other and treat each other as equals.China and the United States differ in historical and cultural background，social system and level of development.It is only natural that we do not see eye to eye on everything.The key to approaching our differences lies in mutual respect and accommodation of each other’s interests and concerns.It is better to address the issues in our bilateral relations through consultations on an equal footing and by seeking common grounds.

China-US relationship is at a new historical point.It is in an important transition.It is the common aspiration of the Chinese and American people，and it serves our fundamental interests，to ensure healthy and steady development of China-US relationship in the coming years and beyond（4）.China is ready to join hands with the US side to continue to build the constructive and cooperative relationship，intensify dialogue and communication and enhance mutual trust and cooperation so as to enable our bilateral relationship to develop soundly，steadily and in greater depth for the benefit of the people in China，in the United States and elsewhere in the world.

I am sure the next thirty years will see greater progress in China-US relations（5）.
