我第三次参加美国商会举办的“草根”活动是前往阿肯色州小石城参加美国商会与阿肯色州商会和阿肯色世贸中心共同主办的“中国业务2009：为美国公司扩大商机”中美经贸论坛。美国商会十分重视做美南方有关州的工作，其原因是美贸易保护主义在美南很有市场，美国会两院财经、商务委员会领导成员中不乏南方人。
我为自己确定的讲话基调是以理服人，以情动人。我在讲话中引用了大量事例、数字，可谓苦口婆心。
Randy Zook是阿肯色州商会主席。转眼之间，中国成为阿肯色州第三大出口市场，阿肯色州越来越重视与中国的经贸关系，2011年7月又举办了“中美阿肯色经济贸易峰会”。

女士们、先生们：
大家下午好！
感谢Randy Zook会长的热情介绍。我很高兴应邀出席美国商会与阿肯色州商会和阿肯色世界贸易中心共同主办的“China Business 2009：Expanding Opportunities for US Companies”午餐会。
借此机会，我想给大家介绍一下中国经济形势和当前中美关系。
去年下半年爆发的国际金融危机仍在蔓延深化，给全球经济带来深刻影响，也要求世界各国加强合作，协力应对（1）。
Good afternoon，Ladies and Gentlemen!
Thank you，President Randy Zook，for your kind introduction.
It is a pleasure to attend the luncheon under China Business 2009：Expanding Opportunities for US Companies co-hosted by the US Chamber of Commerce，the Arkansas Chamber of Commerce and the Arkansas World Trade Center.
Let me take this opportunity to brief you on China’s economic development and the current China-US relations.
The international financial crisis that broke out in the latter half of last year is spreading and deepening，exerting a profound impact on world economy and calling for closer cooperation and coordinated response from all the countries of the world（1）.
此次国际金融危机也使中国经济社会发展面临严重挑战，特别是对外出口大幅下降，就业形势严峻。中国政府及时调整宏观经济政策，提出把保持经济平稳较快发展作为经济工作的首要任务，果断实施了刺激经济的一揽子计划（其中的重要举措是两年内新增4万亿元投资），保增长、调结构、促改革、惠民生，取得明显成效（2）。现在，中国经济运行中的积极因素不断增多，企稳向好势头日趋明显。今年上半年中国国内生产总值同比增长7.1%，其中第二季度增幅回升到7.9%，6月份增速更达到10.7%。
我们也清醒地看到，当前中国经济发展正处在企稳回升的关键时期，仍面临不少困难和挑战，经济回升基础还不稳固，国际国内不稳定不确定因素仍然较多。
The crisis has also posed serious challenges to China’s economic and social development，especially in the form of falling export and employment pressure.The Chinese government，focusing on steady and relatively fast economic growth，responded quickly with macroeconomic policy adjustments and took the decisive action to adopt and implement the economic stimulus package，a key measure of which was the new investment plan of four trillion yuan in two years’time.So far，these measures have yielded notable results in securing growth，adjusting the economic structure，advancing reform and improving the people’s wellbeing（2）.With positive factors increasing，China’s economy is notably stabilizing and picking up.The GDP grew 7.1% year on year in the first half of this year，with the growth rate rebounding to 7.9% in the second quarter and a much higher 10.7% in June.
However，we must be clear-headed that the economy of China is at a crucial stage of stabilizing and recovering.Difficulties and challenges still exist，recovery is not yet on solid footing，and uncertainties and destabilizing factors remain in large numbers both at home and abroad.
我们将继续把保持经济平稳较快发展作为经济工作的首要任务，保持宏观经济政策的连续性和稳定性，继续实施积极的财政政策和适度宽松的货币政策，全面落实和充实完善刺激经济的一揽子计划和相关政策措施，在保增长中更加注重推进结构调整，更加注重加快自主创新，更加注重加强节能环保，更加注重城乡统筹和区域协调发展，更加注重深化改革开放，更加注重保障和改善民生，巩固经济企稳向好势头，努力实现今年经济发展预期目标。下阶段，中国将：
进一步扩大内需尤其是扩大消费需求，落实好已出台的刺激消费政策，继续把握好投资方向，加强投资监管。
进一步推动经济结构调整和节能减排，大力推动重点产业调整振兴，更加注重质量和效益，使经济回升建立在结构优化的基础之上。
进一步增强可持续发展能力，坚定推进经济发展方式转变，增强自主创新能力，加强生态文明建设。
China will continue to regard as a priority to achieve steady and relatively fast economic growth，and，to this end，maintain the continuity and stability of its macro-economic policy，pursue the proactive fiscal policy and the moderately easy monetary policy，and fully implement，substantiate and improve the stimulus package and relevant measures.As we work to make sure the economy continues to grow，we need to focus on saving energy，protecting the environment，balancing growth between urban and rural areas and between different regions，deepening reform and opening-up，and safeguarding and improving people’s lives.We must secure the momentum of recovery and strive to hit the projected development targets for this year.
Going forward，China will focus on the following：
Further expand domestic demand，especially consumer demands，implement the policy incentives for consumption that are already announced，continue to provide guidance to investment and strengthen investment supervision；
Further promote economic restructuring and adjustment as well as energy conservation and emission reduction，double the efforts in adjusting and revitalizing key industries，and improve quality and efficiency so that economic recovery is rooted in optimized structure；
Further enhance the capacity of sustainable development，firmly advance the shift of the development pattern，build strong capability of independent innovation and foster a conservation culture；
进一步抓好农业经济，始终重视并做好“三农”工作，继续抓好粮食生产，做好粮食等农产品收购工作和市场调控，多渠道增加农民收入。
进一步深化改革开放，积极发展外向型经济，抓住机遇实施“走出去”战略。
进一步保障和改善民生，大力实施扩大就业的发展战略和更加积极的就业政策，加大对社会保障的投入。
当前，中国经济的基本面及其长期向好的发展趋势没有改变，在需求方面，中国是一个有13亿人口的发展中国家，正加快推进工业化、城镇化，市场潜力巨大。中国消费结构和产业结构升级、基础设施建设、社会事业发展、环境保护和生态建设都蕴藏着巨大的需求和增长潜力。在供给方面，经过30年改革开放，中国的物质技术基础日益增强，产业体系比较完整，社会资金相对充裕，有7亿多劳动力资源和不断扩大的人才队伍，有20多万亿元的居民储蓄，生产要素组合具有优势。庞大的需求和强有力的供给结合在一起，必将推动中国经济长期持续发展（3）。我们对今年实现8%的经济增长充满信心。
Further strengthen agriculture，always take issues involving agriculture，rural development and farmers as top priorities and make sure solutions are effective，align the purchase of grain and other farm produce with market supply and increase farmers’income through various means；
Further deepen reforms and openingup，encourage external oriented economy and seize opportunities to implement the“go global” strategy；
Further guarantee and improve people’s lives，take strong measures to enforce jobcreating development strategy and more proactive employment policies，and increase input in social security.
The fundamentals of China’s economy remain unchanged and its long-term growth momentum remains positive.As a developing country with 1.3 billion people amid accelerated industrialization and urbanization，China promises huge market potential.On the demand side，China presents enormous demand and growth potential as it upgrades the consumption and industrial structure，builds better infrastructure，develops social undertakings and pursues the goals of environmental protection and ecological conservation.On the supply side，China，after 30 years of reform and opening up，has built up an edge in the composition of factors of production，with an increasingly strong material and technology foundation，a relatively complete industrial structure，adequate social resources，seven hundred million workforce and an expanding talent pool，and over 20 trillion yuan in personal savings.The enormous demand，coupled with strong supply，will sustain China’s economic growth in the long run（3）.There is reason to be confident in China achieving 8% growth rate this year.
一个更加开放、更具活力的中国经济，将为包括美国在内的世界各国带来巨大的发展机遇和更多就业机会，也有助于提振世界经济信心。
女士们、先生们：
今年是中美建交30周年。30年来，在双方共同努力下，中美关系历经风雨，不断向前发展，成就有目共睹。
美国新政府就职以来，中美关系平稳过渡，开局良好，保持积极发展势头。今年4月1日，胡锦涛主席和奥巴马总统在二十国集团伦敦峰会上成功会晤，就共同努力建设21世纪积极合作全面的中美关系达成重要共识，这是对新时期中美关系的战略定位，为两国关系未来的发展指明了方向。
两周前，首轮中美战略与经济对话在华盛顿举行。这是今年中美关系中的一件大事，非常成功，称得上是中美关系正常化30年来的一大成果，表明双方正共同致力于建设21世纪积极合作全面的中美关系。这次对话有几个突出特点：
A more open and dynamic Chinese economy will bring huge development and job opportunities to the countries of the world and help bolster confidence in the world economy.
Ladies and Gentlemen，
This year，China-US diplomatic relationship is thirty years old.Despite twists and turns over the past three decades，China-US relations have kept moving forward and made remarkable progress thanks to the concerted efforts of both sides.
Months into the new US administration，the bilateral relationship has had a smooth transition and is off to a good start.There is a positive momentum of growth.On April 1，President Hu Jintao and President Barack Obama had a successful meeting during the G20 London Summit.They reached important agreement to build a positive，cooperative and comprehensive China-US relationship for the 21st century，thus defining the strategic nature of the relationship in the new age and charting the course for its development in the years ahead.
Two weeks ago，the first round of China-US Strategic and Economic Dialogues，or S&ED，was held in Washington，DC.This major event in China-US relationship this year，which was a huge success and deservedly regarded as a major achievement in three decades since the normalization of relations，demonstrated the commitment of both sides to building a positive，cooperative and comprehensive China-US relationship for the 21st century.Let me draw your attention to the following features of the S&ED.
首先，这是一次全新的对话。布什政府时期，中美两国分别建立了战略经济对话（SED）和战略对话机制。今年4月1日胡主席和奥巴马总统在伦敦会晤时，共同决定建立中美战略与经济对话机制，由王岐山副总理、戴秉国国务委员作为胡主席的特别代表，与奥巴马总统的特别代表希拉里·克林顿国务卿和盖特纳财政部长共同主持。这就把原有的中美战略经济对话和战略对话合而为一，并提升到一个新层次。这一机制是推进新时期中美关系的一项重要举措，是两国加深了解、增进互信、促进合作的重要平台。
其次，这是一次高层次的对话。参加对话的美方代表团有12位内阁级成员、10多位副部长级官员。中方代表团除王岐山副总理和戴秉国国务委员外，还有7位正部级、17位副部级官员参加。胡锦涛主席向对话开幕式发去贺词，奥巴马总统亲临开幕式发表讲话，并会见中方代表团（4）。在中美战略与经济对话及其框架下的战略对话和经济对话中，双方就事关两国关系发展的战略性、长期性、全局性问题坦诚深入地交换了意见。
First of all，the S&ED is a whole new mechanism.During the Bush administration，China and the United States established two separate dialogue mechanisms，the Strategic Economic Dialogue and the Strategic Dialogue.On April 1，President Hu and President Obama，at their meeting in London，decided to establish the S&ED，which would be co-chaired by Vice Premier Wang Qishan，State Councilor Dai Bingguo as special representatives of President Hu，and Secretary of State Hillary Clinton and Secretary of the Treasury Timothy Geithner as special representatives of President Obama.With the establishment of this new mechanism，the old Strategic Economic Dialogue and Strategic Dialogue are combined into one and lifted to a new level.The S&ED is an important measure in advancing China-US relationship in the new era and a principal platform for enhancing understanding，trust and cooperation between our two countries.
Second，it was a high-level event.The US delegation to the dialogues included twelve cabinet members and over ten deputies while the Chinese delegation was headed by Vice Premier Wang Qishan and State Councilor Dai Bingguo，and composed of seven ministerial and seventeen vice ministerial officials.President Hu sent his congratulatory message to the opening of the Dialogues.President Obama personally attended and addressed the opening ceremony，and met the Chinese delegation（4）.Under the framework of the S&ED as well as the dialogues of the affiliated strategic track and economic track，the two sides had a sincere and indepth exchange of views on the issues of strategic，long-term and overarching importance to the development of China-US relationship.
第三，这是一次内容丰富的对话。此次对话不仅涵括中美关系的方方面面，还涉及当前国际金融危机及其应对、气候变化、能源、环境、传染性疾病等全球性问题，还讨论了朝核、伊朗核、中东、阿富汗、巴基斯坦、苏丹达尔富尔、恐怖主义等国际地区问题。可以说，此次对话无所不包，无所不谈。这再次表明，当前中美关系早已超越双边范畴，具有日益重要的战略意义和全球影响。
第四，这是一次成果丰硕的对话。中美双方经过两天坦诚深入的对话，达成多项重要共识，达到了加深了解、扩大共识、减少分歧、增进互信、促进合作的目的（5）。主要成果包括：
经双方商定，奥巴马总统将应胡锦涛主席邀请于今年年内访问中国。双方决定恢复中美法律专家对话并争取于年底前举行下一轮人权对话。双方商定于明年在北京举行第二轮中美战略与经济对话。
Third，it was a substantive dialogue.Issues and topics that were covered in the dialogues ranged from various aspects of China-US relationship and global issues such as the international financial crisis and proper response，climate change，energy，environment and epidemic diseases to international and regional issues including the nuclear issue of the Korean Peninsula，the Iranian nuclear issue，the Middle East，Afghanistan，Pakistan，the Darfur issue of Sudan and counter-terrorism.There was no issue that was not included and no topic that was not discussed.Once again，it was evident that China-US relationship has assumed a growing strategic and global significance way beyond the bilateral scope.
Fourth，it was a fruitful endeavor.After two days of sincere and in-depth discussion，consensus was reached on important issues，leading to enhanced understanding，agreement，trust and cooperation，and reduced differences（5）.Key outcomes include：
One，the two sides agreed on a number of bilateral visits and dialogues.President Obama will visit China at the invitation of President Hu Jintao.The dialogue between Chinese and US legal experts will resume and the two sides will try to hold the next round of human rights dialogue before the end of this year.The second round of S&ED will be held in Beijing next year.
在金融、经济领域，中美两国将各自采取措施促进国内经济平衡和可持续的增长，以确保从国际金融危机中有力复苏；这些措施包括增加美国的储蓄和提高消费对中国GDP增长的贡献。双方将共同努力建设强有力的金融体系，并且完善金融监管。双方致力于更加开放的贸易和投资，反对保护主义，以推动经济增长，创造就业，促进创新。
双方承诺通过采取积极的国内行动努力应对全球气候变化、发展清洁高效能源、保护环境、确保能源安全，并谈判拟就了关于加强气候变化、能源和环境合作的谅解备忘录。该谅解备忘录扩展并加强中美之间在清洁高效能源和环境保护方面的合作，以帮助两国实现环境可持续和低碳经济增长，并完成国家的经济和发展目标。双方决定通过油气论坛、能源政策对话和新建立的中美清洁能源研究中心继续开展务实合作。
Two，the two sides agreed to step up efforts in the economic and financial fields.China and the US will respectively take measures to promote balanced and sustainable growth in their domestic economies to ensure a strong recovery from the international financial crisis.These will include measures taken by the United States to increase national saving as a share of GDP and the measures taken by China to increase the contribution of consumption to GDP growth.Both countries will make efforts to build strong financial system and improve financial regulation and supervision，and both countries are committed to a more open global trade and investment system，and will jointly fight protectionism.In so doing，both countries will work to drive economic growth，create jobs and facilitate innovation.
Three，the two sides pledged to respond vigorously to the challenge of global climate change by promoting clean and efficient energy，protecting the environment and ensuring energy security through ambitious domestic action，and negotiated and drafted the Memorandum of Understanding on Enhancing Cooperation on Climate Change，Energy and the Environment.The MOU aimed at expanding and strengthening bilateral cooperation on clean and efficient energy and environmental protection to support environmentally sustainable and low-carbon economic growth in both countries and help both countries achieve respective economic and development goals.The two sides also decided to continue their practical cooperation through the oil and gas forum，energy policy dialogue and the newly established China-US clean energy research center.
双方决心保持密切沟通和协调，与国际社会一道，共同解决冲突，减缓引发地区和全球不稳定的紧张因素。在朝核问题上，双方重申六方会谈和继续努力实现朝鲜半岛无核化以及保持半岛与东北亚和平稳定的重要性，并强调执行联合国安理会1874号决议和通过和平手段解决半岛核问题的重要性。双方同意为早日实现上述目标做出更多努力。
首轮中美战略与经济对话的成功举行，标志新时期中美关系向前迈进了一大步。中美之间的沟通互动从未像今天这样频繁，中美之间的利益交融从未像今天这样紧密，中美之间的互利合作从未像今天这样广泛，中美关系发展的动力也从未像今天这样强劲。
中方愿与美方共同努力，坚持从战略高度和长远角度出发，牢牢把握两国关系的正确方向，坚定落实两国领导人重要共识和首轮中美战略与经济对话成果，进一步加强各领域的对话、交流与合作，推动中美关系朝着积极合作全面的方向健康稳定发展，更好地造福两国人民和世界人民。
And four，the two sides resolved to maintain close communication and coordination，join international efforts and work together to resolve conflicts and reduce tensions that are causes of regional and global instability.On the nuclear issue of the Korean Peninsula，both sides reiterated the importance of the Six Party Talks and continued efforts to achieve denuclearization of the Peninsula and maintain peace and stability on the Peninsula and in the whole of northeast Asia.They also emphasized the importance of implementing the UN Security Council Resolution 1874 and resolving the nuclear issue of the Peninsula through peaceful means，and agreed to work harder for the early realization of the above goals.
The success of the first round of S&ED marked a huge step forward in China-US relationship in the new era.China and the United States have never had more frequent interactions，more closely intertwined interests or more mutually-beneficial cooperation than we do today.And the force driving our bilateral relationship forward has never been stronger.
China is ready to work with the United States to always adopt a strategic and long-term perspective，keep to the right direction of our bilateral relations，firmly implement the important agreement between our leaders and the outcomes of the first S&ED，and further strengthen dialogue，exchanges and cooperation in all fields so as to promote sound and steady development of the positive，cooperative and comprehensive China-US relationship and bring greater benefit to the people of our two countries and the world at large.
女士们、先生们：
中国与阿肯色州的关系是中美关系的重要组成部分。我高兴地看到，近年来中国与阿州和小石城之间的交流合作日益密切，双方经贸关系发展迅速。2008年阿肯色州对华出口总额3.21亿美元，2000年至2008年阿州整体对外出口增长了112%，而对华出口增速达993%，中国成为阿州第三大出口市场。越来越多的中国企业有意来美投资发展，阿州是其目标之一。小石城与长春市建立了友城关系。中阿肯色大学与华东师范大学合作，开办了阿州首所孔子学院。
我相信，随着中国推进改革开放，中国经济保持平稳较快发展，中美经贸关系不断加强，中国与阿肯色州和小石城的交流合作将更加密切，为两国工商界带来更多商机，为两国人民带来更多实惠。我们愿与在座各位一道为此不懈努力。

Ladies and Gentlemen，
China’s ties with Arkansas constitute an important part of its relations with the United States.I am pleased to note that the exchanges and cooperation between China and Arkansas and Little Rock have grown closer and the business ties have been developing rapidly.With Arkansas’export to China standing at 321 million US dollars in 2008 and growing by nearly 993% since 2000 in contrast to 112% increase of its overall export，China has become Arkansas’ third largest export market.An increasing number of Chinese companies are interested in investment and development opportunities in many American states.Arkansas is one of them thanks to its close ties with China，such as Little Rock’s sister city relationship with the Chinese city of Changchun，and the cooperation between the University of Central Arkansas and East China Normal University in opening the first Confucius Institute in Arkansas.
I am confident that as China presses ahead with reforms and opening-up and sustains steady and rapid economic growth，and as the business ties between China and the United States continue to strengthen，there will be even closer exchanges and cooperation between China and Arkansas and Little Rock.This means more opportunities for the business communities of both our countries and more benefits for our peoples.We are ready to work with everyone of you present here today and spare no efforts to make this happen.
