美中政策基金会(The US-China Policy Foundation)成立于1995年,以促进中美两国政策制定者、研究者与政府官员之间加深相互了解为宗旨。基金会的创办人是一批多年来参与发展中美关系的美前外交官和学者,其中包括前助理国务卿霍尔德里奇(第一任美驻华联络处副主任1973—1975年)、前驻华大使恒安石(第二任美驻中国大使1981—1985年)、前助理国防部长傅立民、前国会图书馆中文部主任王冀等。美中政策基金会成立时,我是驻美使馆公使,曾有幸出席基金会的成立酒会。
莫利斯·格林伯格是世界第一大保险公司、美国国际集团(AIG)的前董事长兼首席执行官,格林伯格执掌AIG达37年,2005年离开AIG。莫利斯·格林伯格还是美中政策基金会的名誉主席。
白丽娟(Jan C.Berris)自1971年起开始为美中关系全国委员会工作,现任美中关系全国委员会副会长。

我很高兴出席美中政策基金会2009年会晚宴,很高兴在这个特别的场合与这么多新老朋友见面。今年是美中政策基金会成立的第15个年头。自成立以来,美中政策基金会致力于促进美中两国之间的交流与合作,为增进双方的相互了解和友谊做出了大量积极努力,我们对此深表赞赏和感谢。
今晚,我们将向Hank Greenberg和Jan Berris两位朋友致意。长期以来,他们为促进中美关系发展做出了突出贡献,正是众望所归。我谨向他们表示热烈祝贺和衷心感谢!
希望他们两位和在座各位继续关心中美两国人民的友好事业,为促进中美关系健康稳定发展做出积极努力。
Ladies and Gentlemen,
It is a pleasure to attend the USCPF 2009 Annual Gala and such a delight to be among friends,old and new,on a very special occasion — this year,the USCPF is fifteen years old.
Since its inception,the USCPF has been committed to the promotion of exchanges and cooperation between China and the United States.Like everyone present here,I would like to express appreciation and thanks to USCPF for its tremendous efforts towards greater mutual understanding and friendship between our two countries.
Tonight,we are honoring,in particular,two of our friends,Hank Greenberg and Jan Berris.Over the years,they have made outstanding contribution to the relationship between China and the United States.They deserve the award.I would like to express my warm congratulations and sincere appreciation to them.
And I hope that they,and indeed everyone present,will continue to build friendship between the Chinese and American peoples,and promote sound and steady growth of China-US relationship.

今年对中国来说是一个极其重要的年份。
再过两个星期,我们将迎来中华人民共和国成立60周年。我知道,在座的一些朋友将赴北京参加国庆60周年庆典活动。当然,有些朋友这次不能到北京去,没关系,我也会留在华盛顿。我们将很高兴在这儿和朋友们一起庆祝中国国庆,欢迎大家出席9月29日晚在我们新建使馆举行的国庆60周年招待会。
今年对中美关系来说,也是一个特别值得纪念的年份:中美建交30周年。今年年初的时候,我们在北京和华盛顿举行了各种形式的活动,纪念中美建交30周年,回顾总结两国关系发展历程,展望中美关系的未来(1)。在座不少朋友还赴北京参加了有关活动,相信他们仍有美好的记忆。
Ladies and Gentlemen,
The year 2009 is also a very important year for China.
In two weeks’time,we will be celebrating the 60th anniversary of the People’s Republic of China.I know that many of you present here tonight will fly out to Beijing for the celebrations there.For some of the friends who are not going to Beijing this time,you are not alone.I,too,will be staying here in Washington.The Embassy and I myself will be happy to have you with us at our new chancery building on September 29th for the national day reception and celebration.
This year is especially memorable for China-US relationship ― China-US diplomatic relationship is thirty years old.Earlier this year,we held a series of activities in Beijing and Washington to mark this anniversary and more importantly,to review the history and envision the future of our bilateral relations(1).Many of you participated in the events in Beijing and I trust you still keep fond memories of those events.
回顾30年来的中美关系,我们高兴地看到,中美关系虽历经风雨,但不断向前发展,成就有目共睹:中美双边贸易额从不到25亿美元增至去年的3337.4亿美元,增长了130多倍;中美政府间合作从无到有,现在两国政府间合作协议超过30个;中美双边磋商合作机制发展到60多个;两国间缔结了35对友好省州和149对友好城市。中美关系已经成为当今世界最为重要、最具活力、最有发展潜力的双边关系之一(2)。
女士们、先生们:
今年对中美关系来说,还有着特殊的意义。随着美国新政府上台,中美关系站在了一个新的起点上(3)。

Looking back,we are pleased to note that China-US relationship has kept moving forward over the past thirty years despite twists and turns,and has scored notable achievements.Bilateral trade increased from less than 2.5 billion US dollars to 333.74 billion dollars in 2008,an increase of over 130 folds.There was barely any cooperation between the two governments thirty years ago and now over 30 inter-governmental cooperation agreements have been signed.Moreover,there are over 60 bilateral consultation mechanisms,35 pairs of sister states or provinces and 149 pairs of sister cities.China-US relationship has become one of the most important,dynamic and promising bilateral relationships in the world(2).
Ladies and Gentlemen,
For China-US relations,this year has another special significance.With the new US administration coming into office,China-US relationship has come to stand at a new starting point(3).

今年7月下旬,首轮中美战略与经济对话在华盛顿举行,王岐山副总理、戴秉国国务委员作为胡锦涛主席的特别代表,与奥巴马总统的特别代表希拉里·克林顿国务卿和盖特纳财政部长共同主持此次对话。这是把原有中美战略经济对话和战略对话合而为一后建立的中美战略与经济对话机制的首次对话,双方均派出了强大的阵容参加。胡主席还向对话开幕致贺词,奥巴马总统亲临开幕式发表讲话,并会见中方代表团,指出“美中关系是影响21世纪走向十分重要的双边关系,双方要加强合作,寻求共同利益,造福两国和世界人民”。
在此次中美战略与经济对话及其框架下的战略对话和经济对话中,双方就事关两国关系发展的战略性、长期性、全局性问题坦诚深入地交换了意见,达成多项重要共识,达到了加深了解、扩大共识、减少分歧、增进互信、促进合作的目的。
At the end of July this year,the first round of China-US Strategic and Economic Dialogues,or S&ED,was held in Washington.It was cochaired by Vice Premier Wang Qishan,State Councilor Dai Bingguo as special representatives of President Hu,and Secretary of State Hillary Clinton and Secretary of the Treasury Timothy Geithner as special representatives of President Obama.Both sides sent strong teams to this first round of S&ED after the merge of the old mechanisms of Strategic Economic Dialogue and the Strategic Dialogue.President Hu sent his congratulatory message to the opening of the Dialogues.President Obama personally attended and addressed the opening ceremony.He also received the Chinese delegation and said,“The relations between the United States and China will shape the 21st century,which makes it as important as any bilateral relationship in the world.The United States and China share mutual interests.If we advance those interests through cooperation,our people will benefit and the world will be better off.”
During the Dialogues and the separate Strategic Track and Economic Track meetings under the S&ED framework,the two sides had sincere and in-depth exchanges of views on the issues of strategic,long-term and overarching importance to the growth of China-US relationship.They reached many important agreements and achieved the goals of deepening mutual understanding,expanding common ground,reducing differences,enhancing mutual trust and advancing cooperation.
特别是,首轮中美战略与经济对话的内容十分丰富,不仅涵括中美关系的方方面面,涉及当前国际金融危机及其应对、气候变化、能源、环境、传染性疾病等全球性问题,还讨论了朝核、伊朗核、中东、阿富汗、巴基斯坦、苏丹达尔富尔、恐怖主义等国际地区问题,可以说是无所不包,无所不谈。在今年以来双边关系发展中,双方在上述问题上均保持着沟通、协调,相关交流与合作不断拓展和深化。
这再次表明,当前中美关系已超越双边范畴,具有日益重要的战略意义和全球影响(4)。中美之间的沟通互动从未像今天这样频繁,中美之间的利益交融从未像今天这样紧密,中美之间的互利合作从未像今天这样广泛,中美关系发展的动力也从未像今天这样强劲。
The dialogues were wide-ranging,covering not only various aspects of the bilateral relationship but also global challenges including the current international financial crisis and relevant response,climate change,energy,the environment,and infectious diseases.The two sides also had discussions on such international and regional issues as the nuclear issue of the Korean Peninsula,the Iranian nuclear issue,the Middle East,Afghanistan,Pakistan,Darfur of Sudan and counter-terrorism.There was almost no issue that was not touched upon or discussed.In fact,the two sides have maintained communication and coordination on the above issues since the beginning of this year,and expanded and deepened their exchanges and cooperation thereon.
This again shows that the China-US relationship has long since gone beyond its bilateral scope and assumed more and more important strategic significance and global influence(4).The communication and interaction between us have never been as frequent,our interests have never been as closely interwoven,our mutually beneficial cooperation has never been as extensive,and the driving force for the growth of our relationship has never been as powerful as they are today.
上个星期,中国全国人大常委会吴邦国委员长对美国进行了成功的访问。这是中国全国人大常委会委员长20年来首次访美。访问期间,吴委员长与奥巴马总统、拜登副总统兼参议长、佩洛西众议长等美领导人会晤并达成多项共识;中美双方还签署41项、总金额近124亿美元的合作文件。这有力地促进了中美关系发展。
下阶段,中美之间还有一系列重要高层交往,两国关系发展面临难得机遇。
下周,胡锦涛主席将来美出席第64届联大、联合国气候变化峰会和二十国集团匹兹堡金融峰会。下周二,胡主席和奥巴马总统将在纽约再次会晤。下个月,第20届中美商贸联委会会议将在中国举行,王岐山副总理将与骆家辉商务部长和柯克美国贸易代表共同主持。
不少朋友已经了解到,今年下半年中美关系中还将有一件大事,这就是奥巴马总统访华。经中美双方商定,奥巴马总统将应胡锦涛主席邀请于今年11月访问中国。目前双方正在为此访精心筹备,争取访问取得积极成果。相信此访的成功将有助于进一步为积极合作全面的中美关系注入动力。
Last week,Chairman Wu Bangguo of the Standing Committee of the National People’s Congress of China paid a successful visit to the United States.It was the first visit to the United States by the NPC chairman in twenty years.During his visit,Chairman Wu met with President Obama,Vice President Joseph Biden,Speaker Nancy Pelosi and other US leaders,and reached extensive consensus with them.The two sides also signed 41 bilateral cooperation agreements with a total value of nearly 12.4 billion dollars.All this has strongly boosted the growth of China-US relations.
In the coming months,there will be a host of important visits between our two countries,offering valuable opportunities to further advance our bilateral relations.
President Hu Jintao will come to the United States next week to attend the 64th Session of the UN General Assembly,the UN Summit on Climate Change and the G20 financial summit in Pittsburgh.He and President Obama will have their second meeting this year in New York next Tuesday.Next month,Vice Premier Wang Qishan and Secretary Gary Locke and Ambassador Ron Kirk will co-chair the 20th session of the Joint Commission on Commerce and Trade (JCCT) in China.
Many of you already knew that there will be another big event in China-US relations later this year.The two sides have agreed that President Obama will visit China in November at the invitation of President Hu Jintao.Both sides are now making careful preparations for the visit to ensure that it yields positive results.There is no doubt that the success of the visit will further boost the building of positive,cooperative and comprehensive China-US relations.
女士们、先生们:
毋庸置疑,中美两国由于社会制度、历史文化、发展阶段差异,难免存在这样那样的分歧。关键是双方要坚持相互尊重、平等相待的原则,本着平等协商、求同存异的精神,妥善处理分歧和出现的问题。
大家都很关注近来的轮胎特保案,这里我就多说两句。9月11日,美国政府宣布对中国输美轮胎产品采取特殊保障措施。中方对此坚决反对,保留包括诉诸世贸组织在内的一切正当权利(5)。
需要指出的是,近年来中国轮胎产品对美出口增长并不明显,2008年比2007年仅增加了2.2%,2009年上半年比2008年上半年同期还下降了16%。中国涉案产品主要供应美维修市场,而美自产轮胎主要供应原配市场和替换市场,两者并不存在直接竞争关系。美国内产业关停部分工厂和生产设备的行为,是出于选择高端市场而主动进行的结构调整,与中国产品的进口无关。即使美国停止进口中国产轮胎,此类轮胎仍然要从其他国家替代进口。
Ladies and Gentlemen,
There is no denying that China and the United States don’t always agree with each other due to our differences in social system,historical and cultural background and development level.This is only natural.The key,however,is that both side should appropriately handle the differences and problems whenever they occur in line with the principle of mutual respect and equality,and in the spirit of consultation on an equal footing and seeking common ground while shelving differences.
I am aware that many of you are concerned over the case of special safeguard measures on Chinese tires,so let me spend a few minutes on it.
On September 11,the US administration announced that it would invoke special safeguard measures against Chinese tires exported to the United States.The Chinese side strongly opposes this decision and reserves all the legitimate rights to respond,including taking the case to the WTO(5).
It must be pointed out that,in recent years,there has been no notable increase in the export of Chinese tires to the United States.Tire export in 2008 only grew by 2.2% over 2007,and the figure for the first 6 months of this year was even down by 16% compared with the same period in 2008.The Chinese products in question are mainly sold in the maintenance market of the United States while US-made tires are for the car manufacturers (OEMs) and the replacement tire market.There is no direct competition between the two.As for the closing down of some of the US factories and production facilities,these were actually steps taken by the American manufacturers on their own initiative in order to restructure their products to tap into the high-end market.It has nothing to do with the imported tires from China.Even if the United States stops importing China-made tires,it still needs to import tires from other countries.
令人遗憾的是,美方不顾中国政府和中国轮胎产业的强烈反对,无视美国内有关行业和组织的大量反对呼声,在缺乏事实依据的情况下采取特保措施,这是严重的贸易保护主义行为,不但违反WTO规则,也违背了美国政府在G20金融峰会上的有关承诺,是对贸易救济措施的滥用,向世界发出了错误信号,不但损害中美经贸关系,也损害美国自身利益。
前一阶段,中方就轮胎特保案对美有关部门进行了多层次反复交涉和磋商,积极推动两国行业协会和产业界进行沟通交流。在中美双边政府磋商中,中方表现出了妥善解决问题的诚意与灵活性,但美方坚持在轮胎之外,提出其他不合理要求,不仅涉及其他多个行业,而且要求中国调整财税政策,这是中方所坚决不能接受的,双方最终未能达成一致。
It is regrettable that regardless of the strong opposition from the Chinese government and tire industry,and the strong protest from relevant domestic industries and organizations in the United States,the US side chose to adopt special safeguard measures in the absence of credible evidence.This grave trade protectionist move not only violates WTO rules but also runs counter to the commitment made by the US government at the G20 Summits.It is an abuse of trade remedy measures and has sent out a wrong signal to the world.It will not only undermine China-US economic and trade relations but also harm the interests of the United States itself.
Recently,the Chinese side made repeated representations and held consultations at various levels with relevant US authorities while at the same time working actively to promote communications and exchanges between the industries and related associations of the two countries.During the consultations between the two governments,the Chinese side displayed sincerity and flexibility in a bid to resolve the issue properly.However,the US side insisted on raising unreasonable demands beyond tire products,which not only pulled in other industries but also required China to change its taxation policy.This was absolutely unacceptable to China.In the end,the two sides failed to reach an agreement.
我要强调的是,应对国际金融危机,需要各国加强磋商和合作,保持国际贸易渠道畅通符合各国根本利益。贸易保护主义是一条死胡同,不仅会损害对方,最终也会伤及自身。中国一贯坚决反对贸易保护主义,我们愿继续与世界各国一道,通过对话协商化解贸易摩擦,共同努力推动世界经济尽快复苏。我们希望美国政府能从大局出发,与中方一道,为中美经贸合作的健康发展创造良好环境。
女士们、先生们:
推动中美关系健康稳定发展,是两国人民的共同愿望,需要各界人士不懈努力,在座各位的辛勤奉献尤其可贵。
我们愿与美国政府和各界朋友一道,坚持从战略高度和长远角度看待和处理中美关系,坚定落实两国领导人重要共识和首轮中美战略与经济对话后续行动,进一步加强各领域对话、交流与合作,尊重和照顾彼此核心利益和关切,不断扩大两国利益汇合点,推动中美关系朝着积极合作全面的方向稳定发展,更好地造福两国人民和世界人民。

I want to stress that to counter the international financial crisis requires closer consultation and cooperation among all countries.Maintaining an open channel for international trade serves the fundamental interests of all.Trade protectionism is a dead end.It causes harm to others and eventually brings harm to oneself.China has all along been firmly opposed to trade protectionism.We are ready to work with countries of the world to defuse trade frictions through dialogue and consultation,and make joint efforts to bring about an early recovery of the world economy.We hope that the US administration could bear in mind the larger picture and work with the Chinese side to create a favorable environment for the healthy development of China-US economic and trade relations.
Ladies and Gentlemen,
It is the common aspiration of our two peoples to advance China-US relations in a healthy and steady manner.It requires continuous efforts from people in all sectors,and especially the valuable commitment and selfless contribution of everyone present here tonight.
China stands ready to work with the US administration and friends in all sectors,continue to view and handle the bilateral relations from a strategic height and with a long-term perspective,fully implement the important agreement of our leaders and follow up on the first round of the Strategic and Economic Dialogues.We will further strengthen dialogue,exchanges and cooperation in all fields,respect and accommodate each other’s core interests and concerns,keep expanding our common interests and steadily advance the positive,cooperative and comprehensive China-US relations for the benefit of the people of our two countries and the rest of the world.
